British owners to be tested

According to UK newspaper the Guardian, the British Horseracing Authority will discuss with the Racehorse Owners Association the introduction of a a 'fit and proper persons' test for owners. Such test would be applied as early as mid-2010.

The 'fit-and-proper' test would assess the owner's standing of honesty, integrity and financial soundness. Owner's who are unable to meet these standards will be banned from the sport.
